PORTLAND, Ore. (AP) — Majiah Washington noticed a flash outside her home this week in Portland, where a dangerous storm had coated the city with ice. Opening her blinds, she saw a red SUV with a downed power line on it and a couple who had been putting their baby in the car.
The woman screamed to her boyfriend to get the baby to safety, and he grabbed the child and began to scramble up the driveway on concrete so slick it was almost impossible to walk. But before he made it halfway, he slid backward and his foot touched the live wire — “a little fire, then smoke,” Washington said.
The mother, six months pregnant, tried to reach the baby, but she too slipped and was electrocuted. So was her 15-year-old brother, when he came out to help.
Washington, 18, was on the phone with a dispatcher when she saw the baby, lying on top of his father, move his head — the 9-month-old was alive. Having just seen three people shocked to death, she decided to try to save the boy.
She kept a low crouch to avoid sliding into the wire as she approached, she said at a news conference Thursday, a day after the deaths. As she grabbed the baby she touched the father’s body, but she wasn’t shocked, she said.
“I was concerned about the baby,” said Washington, who recognized the woman as her neighbor's daughter. “Nobody was with the baby.”
Portland Fire and Rescue spokesman Rick Graves praised Washington for her heroism but confessed he didn’t understand how she and the baby weren’t also electrocuted. The baby was examined at a hospital and is fine, authorities have said.
“We do have fortunately with us a toddler that is going to be able to thrive and do what they possibly can as they move forward,” Graves said. “And they are here, in part, because of the heroic acts of a member of our community.”
The snow, freezing rain, ice and frigid temperatures that hammered the Pacific Northwest in the past week have now been blamed for at least 10 deaths in Oregon, from hypothermia and falling trees or utility poles, along with five from hypothermia in the Seattle area.
Oregon’s governor declared a statewide emergency Thursday night after requests for aid from multiple counties “as they enter the sixth day of severe impacts” from the weather.
The ice weighs down trees and power lines making them prone to snap, especially in strong winds. That appears to be what caused the electrocution deaths: A large branch broke from a tree, landed on utility wires and pushed one onto the vehicle.
Washington’s neighbor, Ronald Briggs, declined to speak with The Associated Press beyond confirming that his 21-year-old daughter and 15-year-old son had been killed.
But he told Portland television station KGW that his daughter had come over to use the internet after hers went out. He and his wife had just gotten in their own car to run an errand when they heard the boom and saw the SUV apparently on fire.
He watched as the couple slid to their deaths — and then told his 15-year-old son, Ta’Ron Briggs, a high school sophomore, to keep his distance, to no avail.
“I told him, ‘Don’t go down there — try to get away from them.’ And he slid, and he touched the water, and he, and he died too,” Briggs said. “I have six kids. I lost two of them in one day.”
“It just hurt,” he said. “Being a good father cannot solve this right now.”

Bad news if you’re mooching off of someone else’s Costco membership: The retail giant is cracking down.
When you enter Costco, you need to show your membership card to an employee to shop. Costco membership cards are non-transferable, but the company allows members to give a second household card to one other person in their home. Anyone with a card can bring up to two guests to the club during each visit, the company stipulates.
But Costco has noticed that non-members have been sneaking in with membership cards that don’t belong to them — particularly since Costco expanded self-checkout.
Costco recently started asking for shoppers’ membership cards along with a photo ID at the self-checkout registers, the same policy as regular checkout lanes, to crack down. “We don’t feel it’s right that non-members receive the same benefits and pricing as our members,” Costco said in announcing the change.
And now, Costco is testing out a system that requires members to scan their membership cards at the store entrance — instead of just flashing the card to employees. Shoppers have spotted the new scanners at a store in Washington State and posted photos on Reddit.
Costco finance chief Richard Galanti told CNN that more people have been sharing memberships since the pandemic in 2020.
Costco is testing the scanners at a handful of stores to see if they help. The scanners also mean employees don’t need to ask customers for their membership cards at cash registers and self-checkout.
“It speeds up the process at entry and speeds up the process at the checkout,” he said. “That’s what we believe and we’re going to pilot it.”
It’s the latest example of Costco and other companies like Netflix cracking down on membership sharing.
Costco had around 66 million paid members and 119 million cardholders in 2022, making it one of the largest membership clubs in the world. Costco members pay either $60 a year for a regular membership or $120 for an “executive” card, which includes additional perks.

Even Eminem might cringe at how much it costs to witness the Lions make their Cinderella run for the Super Bowl.
Playoff tickets are fetching an average of $1,097 for the Lions home game against the Tampa Bay Buccaneers on Sunday in Detroit, easily the most expensive Divisional playoff game on record and the second-most expensive non-Super Bowl playoff game, according to online marketplace TickPick.
That’s nearly double the previous record ($605) for a Divisional round playoff game set just last year when the San Francisco 49ers visited the Dallas Cowboys.
Even standing room-only seats are selling for almost $700, according to TickPick.
The Lions, long one of the worst performing franchises in pro sports, are having a moment right now. And the entire Detroit economy is cashing in on the team’s rare playoff success, not just the ticket vendors.
Bars, restaurants, casinos and hotels are all experiencing soaring demand as local fans and visitors alike flock to downtown Detroit following the team’s first playoff victory in 32 years.
Detroit native Eminem attended the Lions’ game in person last week. And he may have summed it up best when he narrated the opening to NBC’s broadcast of the Lions game last Sunday by saying: “This is the story of what a football team can mean to a city.”
Sunday’s playoff game alone is projected to boost the Detroit metro economy by $52 million, according to consulting firm Anderson Economic Group.
“A $50 million stimulus to the Detroit economy is a really big deal,” said Tyler Theile, director of public policy and economic analysis at AEG.
That stimulus projection factors in fan spending inside the stadium as well as outside at hotels, restaurants, stores and bars.
“This has been monumental for the city,” said Remy Lutfy, a Detroit resident and co-owner of downtown steakhouse Vertical Detroit.
Normally closed on Sundays in January, Vertical Detroit was jam-packed last Sunday to host fans before the Lions game.

A boat towing a large digital billboard past beachgoers was met with shock and disgust.
“Only in Miami do you see an advertisement at the beach on a boat,” TikTok user RadicalMusica (@RadicalMusica) said in his video of the boat passing the beach.
In the clip, you can see an advertisement for 7-Eleven’s Big Gulp drinks plastered on the enormous screen, with brightly illuminated letters easily readable from the beach. As the 7-Eleven ad blinks out, it’s immediately followed by a poster for the movie “The Tomorrow War.”
The clip, which is from 2021, provoked immediate anger and frustration.
“This needs to be illegal, it’s literally sad,” one person wrote.
“This really makes me sick to my stomach,” another person commented on Reddit, where the video was re-posted in the subreddit r/ABoringDystopia.
“I genuinely cannot describe the level of sorrow and grief that this has brought me,” another said on TikTok.
According to Scenic America, there are at least two million billboards in the United States. And unfortunately, this is not the first example of advertising, billboards, and signage cropping up where it is least wanted — such as in the middle of a field or on a beach.
And these billboards aren’t just distracting or ugly — they affect residents. A home within 500 feet of a billboard typically sells for $30,000 less than a comparable home that is not near a billboard.
The pervasive nature of advertising also affects our mental health. The average person sees 10,000 ads per day, which has been shown to negatively impact our well-being. According to the Harvard Business Review, increased advertising in an area is significantly correlated with decreased happiness among residents.
Finally, it’s harmful to the environment. Digital billboards use the equivalent of 11 homes worth of energy use.
And while a few states — Maine, Alaska, Vermont, and Hawai’i — have enacted no-billboard laws to keep their states entirely billboard-free, the overwhelming majority of states don’t have any such regulations. However, certain cities and townships are working to pass laws to limit the construction of new billboards, the use of digital billboards, and more.
“We’re so far beyond satire at this point,” one person wrote grimly.
“This is like going to the park,” another wrote, “and seeing the sky’s been replaced with a billboard.”

It was the morning after my boyfriend's birthday when my mom's aide call me.
Her house had burned down and everything was gone.
We spent the next weeks living out of hotels helping piece her life together again.
I got the call the morning after my boyfriend's birthday. I had booked a luxe Boston hotel for a mini staycation, and as we lay in bed blissfully contemplating where to have brunch, I answered the phone to hear my mother's care aide in a frantic, breathless tone.
"Everything is gone," she told me. I lurched upright, like a cartoon character waking from a terrible nightmare. "What do you mean?" It's funny how much things can change in an instant. A minute ago, our only dilemma was where to get pancakes. Now, we had to figure out how to navigate a devastating fire that engulfed my mother's house and everything in it. We'd only been dating for three months.
At the time, I didn't know that Bryan and I would spend the next two weeks in Connecticut, living out of hotels, trying to help my mom piece her life back together and find a place to live. While I fully expected him to bail on the relationship after experiencing all the challenges firsthand that will come with my complicated family, the opposite happened. It brought us closer. In a way, the fire functioned like a fast-forward button for our relationship.
I worried about what he'd think of my mother
While I dated a small handful of guys in my 20s, almost none met my mom — partly because I was afraid that if they did, they'd run.
My mother has many positive qualities, but she also struggles with a number of mental health conditions as well as physical disabilities and a traumatic brain injury from a car accident, so her behavior is entirely unpredictable. After I started falling in love with Bryan, I was extra careful about keeping him at arm's length from my complicated family for as long as possible. I didn't want anything to compromise the happy and healthy relationship we were building.
But after this tragedy struck, I no longer had a choice. Just as I began mentally preparing myself to face the fallout alone, Bryan began packing his things. "Good thing I took off work today," he said. "We should hit the road."
Upon arriving at the hospital, staff informed us that my mother had been taken to the behavioral health unit. Although he didn't ask questions, I could see the wheels turning inside Bryan's mind. Wasn't she just being treated for possible smoke inhalation? Why was she admitted into psychiatric care? After speaking privately with a social worker about my mother's history of opioid and alcohol misuse, bipolar disorder, and borderline personality disorder, I think he started to get the picture.
When the nurse finally ushered us into her tiny white room with no windows, my mother began weeping. She had put on her johnny gown backward, so part of her breast was visible, and since she hadn't put her dentures in, she was toothless. I held her for several minutes and wondered what Bryan must be thinking. "It's not too late," I told him with my eyes. "This is your chance to get out."
After my mother learned she was required to stay the night to be monitored, she began screaming and swearing at the nurse, who asked to speak to me in the other room. When I came back, I found Bryan gently stroking her bare back with one hand while she rested her head on his shoulder.
I was used to handling crises by myself
Over the course of my upbringing, my mother had to be hospitalized many times for various physical and mental issues. As her only child with a mainly absent father, the responsibility always fell on me to figure out how to handle things.
I got used to this role — to the point where reaching out for help was not even an option that crossed my mind.
One night, after my mom threw a tantrum in her hotel room, I told Bryan, "You can go back to Boston any time, you know." To my surprise, he seemed offended by this remark.
Allowing someone else to share the burdens felt uncomfortable at first. But very quickly, I began to embrace the idea that maybe I didn't have to cope with these challenges by myself anymore.
We got to see how we worked as a team under pressure
Over the course of those few weeks in Connecticut, we faced numerous setbacks. All of my mother's medications for depression, anxiety, chronic pain, and various other ailments had been incinerated in the fire, so we had to arrange for refills. Neither my mother nor I could emotionally handle seeing the remains of the condo, so Bryan met with the adjuster to assess the damage. We also set up a new bank account for the insurance advance and found a social worker to secure her new housing.
Meanwhile, we dealt with my unraveling mother, in withdrawal from her meds and overwhelmed with grief. I became accustomed to calls from the hotel manager regarding complaints of her frequent smoking, screaming, and sobbing in the middle of the night. When she threatened to kick us out of the hotel, Bryan said, "I'll take care of it," and marched down to her office. I never got one of those calls again.
Ultimately, the experience made our relationship stronger
Not even two years into our relationship, Bryan and I began looking at houses together. After buying a condo in 2020, we got married on June 2, 2023 — five years after the fire. Although we've only been together for almost six years at this point, we often joke that it feels like decades, given all we've had to overcome.
Navigating that experience together ended up serving as the ultimate test for our relationship.
In my vows, I told him that seeing how we worked so well together as a team — and under extremely stressful circumstances — gave me confidence for our future. If we can manage to clothe, feed, and care for my distraught, disabled, emotionally volatile, and homeless mother, and find her a safe and happy living situation, then I'm pretty sure we can get through anything.

According to a news release by the U.S. Attorney's Office, "during at least June 15, 2023, to June 28, 2023, Castro Alavez conspired with persons in Hawai 'i, California, and Mexico to distribute methamphetamine in Hawai 'i. Castro Alavez flew from California to Hilo, stayed in a vacation rental, and waited for a shipment of methamphetamine to arrive in the mail from his co-conspirators in California."
On June 28 the landlord of the vacation rental, upon partially opening the parcel after its arrival, discovered suspected drugs and contacted Hawaii police, who arrested Castro Alavez later that day, according to the release. Prior to the arrival of the parcel, Castro Alavez wired payments from Hilo to his co-conspirators in Mexico and mailed cash packed into chocolate boxes to his co-conspirators in California.

In Honolulu a "Fireworks Amnesty turn-in event " netted about of illegal or unwanted fireworks, authorities said, including sparklers, cracker balls and skyrockets, among other items.
Now the Maui Police Department is offering cash rewards for confirmed tips that help officers crack down on illegal fireworks this holiday season.
MPD said it is taking "decisive action to address the escalating concerns " surrounding the use of illegal fireworks within the community.
The possibility of wildfires originating from fireworks is a major concern statewide in the wake of the deadly Aug. 8 wildfires on Maui, followed by the wildland fire that scorched more than 1, 600 acres in the remote mountains above Mili lani Mauka in October and November.
A wildfire at a vacant lot in Kapolei late one November night was by illegal aerial fireworks, according to the Honolulu Fire Department. That fire was extinguished, fortunately, with no injuries.
But Honolulu Mayor Rick Blangiardi earlier this month warned that it "only takes a little spark to set off something really major " and that "what happened on Maui could happen here." He the community to take "personal responsibility " this New Year's Eve.
In 2022, Honolulu Emergency Services Department responded to about a dozen major fireworks-related injuries, including people who were hit in the face with aerial fireworks or lost their fingers or hands.
HPD is asking those who see illegal fireworks in their communities to call 911 to report it, preferably with photo or video evidence.
Hawaii County, meanwhile, has issued a encouraging "responsible celebration " during New Year festivities as the island continues to grapple with drought conditions.
"We are once again relying on our residents to do their part in keeping our community safe, " said Mayor Mitch Roth in a statement. "Even though some parts of our island have been wet, other parts have seen sustained dryness that is of significant cause for concern. Our hope is that all of us make it to the new year without incident while enjoying invaluable time with our friends, families, and loved ones."
The state's Illegal Fireworks Task Force under the Department of Law Enforcement recently a shipment of about 16 tons of illegal aerial fireworks in Honolulu.
MPD is so far the only department announcing cash rewards for information leading to the recovery of or to the prosecution of people using, possessing or distributing illegal fireworks.
An MPD spokesperson said cash rewards range from $500 to $1, 500, depending on the size and scope of the investigation or arrest. Tips have started filtering in since the announcement, she said.
"The use of illegal fireworks not only endangers public safety and property but also affects those who suffer from PTSD, family pets, our kupuna, and those within our community who are recovering from recent events, " said MPD in a news release.
MPD reminds the public of the following :—It is illegal to import, transfer, sell or use aerial fireworks without a permit.—The law establishes criminal liability for a homeowner, renter or person responsible for real property who intentionally, knowingly or recklessly allows a person to possess, set off, ignite or cause to explode any aerial device while on the real property.—It also sets criminal penalties, which can constitute a Class C felony, a misdemeanor, or a fine of at least $500 and no more than $2, 000.
MPD issued several citations in 2022 but made no arrests for illegal fireworks.

SAN FRANCISCO (AP) — A San Francisco jury on Friday found a homeless man not guilty after being accused of using a metal pipe to beat a businessman who suffered a broken jaw, fractured skull and traumatic brain injury in an attack caught on video that fueled debate about crime and homelessness in the city.
Garret Doty, 25, was charged with three assault and battery charges for the April 5 beating of Don Carmignani. Doty pleaded not guilty.
Prosecutors said Doty beat Carmignani in an act of revenge. But Doty’s defense attorneys said he was acting in self-defense after Carmignani sprayed him with bear spray.
The attack on Carmignani, a businessman who served briefly on a Fire Department commission, happened two days after the stabbing death of Cash App founder Bob Lee.
Lee's killing unleashed a wave of criticism against city officials by prominent tech leaders. Among the critics was tech billionaire Elon Musk, who took to Twitter to mourn Lee’s death and blame San Francisco for what he called the city’s lax attitude toward crime. A tech consultant is awaiting trial in Lee's killing.
The attack on Carmignani fueled a narrative of a city in chaos. But Doty’s defense attorney argued Doty acted in self defense and released surveillance video showing Carmignani spraying Doty before he began chasing him while wielding a metal pipe.
Deputy Public Defender Kleigh Hathaway said Carmignani had repeatedly doused unhoused people, including Doty, with bear spray.
“Self-defense can be fierce, it can be effective and it can be disabling,” Hathaway said. “And why wouldn’t it be? You’re fighting for your life.”
In closing arguments Tuesday, Assistant District Attorney Kourtney Bell conceded that Carmignani had a history of aggression, saying that he may have used bear spray on unhoused people in the Marina District on at least one occasion, the San Francisco Chronicle reported.
A confrontation between Carmignani and Doty started after Doty and two others set up tents outside the home of Carmignani’s parents, who live next door to him in the upscale Marina District. Carmignani said in an interview with KPIX-TV that he had asked Doty to move away because they were blocking his parent's entryway.
He said he called 911 but no one responded, so he went out to talk to the homeless people. and that the only thing he had on him was pepper spray.

A YouTube influencer recently posted a video of his thoughts on eight cities that will become cool soon, and Memphis was on his list.
Geography King, an account with 229,000 subscribers that creates videos on U.S. geography and road trip advice, posted his analysis of eight cities in the U.S. that "aren't cool now but will be."
He describes the video as an "analysis of 8 U.S. cities that are not experiencing large growth and are not considered trendy, but because of various projects and geography they will become trendy and more popular places in which to move." The video has had 128,886 views since it was posted 2 weeks ago.
Why Memphis will become 'cool'
For Memphis, he cited two major reasons for large growth in the next few years. His first reason is that the movement between Memphis and Nashville favored Memphis for the first time in 2022. He cites a report that details the ways in which more people moved from Nashville to Memphis than vice versa last year.
One of the biggest reasons for the Nashville to Memphis migration is housing affordability. According to Realtor.com, the average home in Memphis sold for $200,000 in November 2023, in comparison to Nashville where the average home price is much higher, $584,900 in November 2023.
Geography King's second reason for probable growth in Memphis is Ford's BlueOval City opening. Set to open in 2025, there is a lot of work to go into the six-square-mile property. The state of Tennessee anticipates 30,000 new jobs coming to West Tennessee as a result of the manufacturing plant. He says that more people will end up moving to Memphis as the plant is only an hour from Downtown.
Which other U.S. cities will be 'cool' next?
Other cities mentioned on the list are:
El Paso, Texas: The large military presence near the border and big oil industry are reasons for an increased population.
Columbia, South Carolina: Great walkability throughout and affordable housing will draw people into the city.
Tulsa, Oklahoma: Redevelopment going on near the Arkansas River and low housing costs may help people decide to move there.
Fresno, California: There is a great outdoor presence, and many people will move there that work for companies in Silicon Valley that don't have to go to work often.
Dayton, Ohio: Its location between Cincinnati and Columbus makes it a good choice for split-working households, and the redevelopment in its downtown area is a feature to draw people in.
Bethlehem, Pennsylvania: With Lehigh University, a short drive to Philadelphia and good walkability, there may be an increase in people moving here for cheaper city living.
Lake Charles, Louisiana: There is a large blue-collar industry presence here and with a nice downtown area in the middle of western Louisiana, the city has the potential to become a destination move.

BISMARCK, N.D. (AP) — A North Dakota lawmaker who serves on a panel that handles law enforcement legislation made homophobic and anti-migrant remarks to a police officer who arrested him on a charge of driving drunk, body camera footage shows.
Republican state Rep. Nico Rios of Williston was also charged with refusing to provide a chemical test. Both that and the drunken driving charge are misdemeanors under state law. Rios is scheduled for a Feb. 5 pretrial conference in municipal court.
Williston police pulled him over on Dec. 15 for failing to maintain his lane, according to an officer's report. The officer wrote that Rios “was verbally abusive, homophobic, racially abusive and discriminatory” toward him “for the entire duration of the incident following road side testing.”
The homophobic slurs can be heard in body camera footage requested by and provided to The Associated Press. In the recording, Rios also said he would call the North Dakota attorney general about the situation. He told the officers they would “regret picking on me because you don't know who ... I am.”
He also cursed while riding in the patrol car, and questioned the officer's English accent, asking him, “How many of your ... friends and family members have been ... brutalized and terrorized by ... migrants?” Forum News Service first reported on Rios' remarks.
Asked for comment, Rios replied in an email, “Inebriated or not my actions and words to law enforcement that night were absolutely unacceptable.”
The lawmaker said he was sorry and vowed “to make sure this never happens again."
“Moving forward after this night I feel like I have to emphasize my complete and total commitment to supporting Law Enforcement,” he wrote.
Rio said he was leaving a Christmas party before the traffic stop, and has “only gotten support from my colleagues, although a few have yelled at me for sure I deserved it.”
Rios was elected last year to the North Dakota House of Representatives. He sits on the House Judiciary Committee, a panel that handles law enforcement legislation. He also is a wireline operator, an oil field position involved in the hydraulic fracturing of wells.
Republican House Majority Leader Mike Lefor said he hadn't seen the video, “but I've heard enough about it.” He would not say whether he is asking Rios to resign, but said he is “looking at the options that are in front of me,” and wanted to speak with Rios before commenting further.
North Dakota Republican Party Chairwoman Sandi Sanford said in a text message, “We are deeply troubled by Rep. Rios’ dangerous decision to drive while intoxicated and his remarks to law enforcement officers. His behavior does not represent the values of the NDGOP.”
The state's Democratic Party chair called Rios’ comments “reprehensible.”
Republicans control the North Dakota House, 82-12.

The year has come and gone, taking with it multiple restaurants from Knoxville.
Knoxville mourned several restaurants that closed their doors throughout the year, including a breakfast favorite and a few sudden closures. The announcement of Burger Boys' impending closure hit hard, but it's not on this list because it hasn't closed yet. But Knox News has covered the closing of at least 25 restaurants this year.
As 2023 wraps up, let's take a look back at some of the restaurants we had to say goodbye to in Knoxville.

Anaba Japanese Cuisine closed downtown
In a quiet closing, Anaba Japanese Cuisine stopped serving sushi at its 131 S. Gay St. location in October.
Fortunately, the restaurant didn't close its other location at 9405 S. Northshore Drive. Plus, the Instagram post announcing the closure stated that the downtown location closed because the restaurant is relocating to a new spot.
Archer's BBQ suddenly closed every location
In a shock, Archer's BBQ closed every location overnight without notice on Oct. 23.
Employees were left to figure out through word of mouth whether to come to work. Six locations closed in total.
This closure included William "Archer" Bagley III's other restaurants, too.
Back Yard Burgers closed final location in Knoxville
After 35 years, Back Yard Burgers is no longer in Knoxville, after the final location at 10008 Kingston Pike closed Oct. 27.
Managing partners David and Natalie Broyles decided to retire.
"Their retirement marks the end of an era in Knoxville's culinary landscape, and they express their gratitude for the years of support from the local community," a Back Yard Burgers press release said. "With the closure of this final location, the Broyles family acknowledges the end of an era, having cherished the opportunity to be a part of the Knoxville community's lives and celebrations."

ATLANTA - Georgia's law enforcement has now joined the multi-state search for a missing 14-year-old girl believed to be in the company of a 20-year-old man.
Akary Cruz disappeared from her home in Indianapolis on the night of December 18, according to the Federal Bureau of Investigation's Atlanta division.
She is believed to be traveling with her older boyfriend, identified as Esvin Cruz Cante, 20. The pair is thought to be traveling through the state of Georgia and may be en route to Guatemala, Cante's country of origin.
Cruz left behind a note expressing her romantic involvement with Esvin and their desire to be together. The note revealed their intention to embark on a journey to Guatemala.
Cruz is described as being 5-feet-6-inches tall, weighing about 120 pounds, with black hair, and brown eyes
Cruz and Cante are believed to be in a blue 2010 Honda Civic with license plate 783CNO.
Authorities are urging anyone with information about their whereabouts to contact the Indianapolis Metropolitan Police Department's Missing Persons Unit at 317-327-6160 or 317-327-3811.
In the event that Cruz or Cante is spotted, the public is advised to immediately call 911 or the FBI Atlanta at 770-216-3000.

President Joe Biden’s campaign and affiliated groups are amping up their efforts in South Carolina, pouring in money and staff before the first Democratic primary in February in an effort to generate excitement for his campaign in the state.
It seems, at first glance, to be a curious political strategy. Few incumbent presidents have invested so much in an early primary state — particularly one like South Carolina, where Biden faces no serious primary challenger and where no Democratic presidential candidate has won in a general election since Jimmy Carter in 1976.
But the Biden campaign sees the effort as more than just notching a big win in the state that helped revive his struggling campaign in 2020, putting him on the path to winning the nomination. It hopes to energize Black voters, who are crucial to Biden’s reelection bid nationally, at a moment when his standing with Black Americans is particularly fraught.
“One of the things that we have not done a good job of doing is showing the successes of this administration,” said Marvin Pendarvis, a state representative from North Charleston, South Carolina. He added that the campaign will need to curate a message “so that Black voters understand that this administration has done some of the most transformational things as it relates to Black communities, to minority communities.”
Four years after Biden vowed to have the backs of the voters he said helped deliver him the White House, Black Americans in polls and focus groups are expressing frustration with Democrats for what they perceive as a failure to deliver on campaign promises. They also say that they have seen few improvements to their well-being under Biden’s presidency. Some are unsure whether they will vote at all.
To counter that pessimism and boost Black turnout, Democrats are hitting the Palmetto State with a six-figure cash infusion from the Democratic National Committee, a slew of campaign events and an army of staffers and surrogates.
Party leaders are hoping for a large showing at the polls, which would broadcast to the rest of the country the importance of Black voters and their support for Biden’s reelection, reenergize a must-win bloc and ignite the momentum that was seen in 2020.
“That’s another part of the historic nature of South Carolina going first,” said Christale Spain, the chair of the South Carolina Democratic Party who was elected in April. “This is the first time that Black voters are going to vote first to choose the president.”
But the scale of Biden’s investments reflects the challenge he faces. Lackluster turnout by Black voters in February could be more than a stumbling block; it could be a dire sign that Democrats are disconnected from one of their most loyal constituencies.
Increasing Black turnout in South Carolina will be an especially tall order for both the state party and Biden’s campaign in 2024. Many South Carolina Democrats are still nursing wounds from the 2022 midterm elections, in which the party lost several safe state House seats and Black turnout fell to its lowest point in decades.
“You have people who are discouraged because they have not seen the policies translate into their mailbox, their ZIP code,” said Marlon Kimpson, a longtime Biden ally and former state senator who was appointed to the White House Advisory Committee for Trade Policy and Negotiations this year. “And I attribute that to poor communications, quite frankly, out of Washington, D.C. That is improving.”
Democrats’ efforts in South Carolina over the next several weeks will amount to a one-state test case of Biden’s appeal to Black voters, and they hope the results can be replicated across the country.
Starting in early January, where Black South Carolinians groan about higher prices and failures on student loan debt relief, they will find Democrats on the airwaves and at their doors praising the Biden administration’s push for rural broadband access and increased funding to Black colleges and universities.
Party leaders in rural counties who might feel neglected by Democrats in more populous areas of the state will be able to greet national party brass in their own communities at stops along a multiweek bus tour, which campaign officials say will crisscross the state and deploy multiple Biden surrogates. Biden and Vice President Kamala Harris are expected to visit the state at least once before the Feb. 3 primary.
And as alarm grows over the pronounced number of Black voters who say they are considering supporting former President Donald Trump or not voting at all in November, allies of Biden will be underlining Trump’s rebuke of democratic norms and trying to explain away the criminal justice and economic measures Republicans have elevated to help appeal to some Black voters.
“I think we just have to give a clear message that the alternative is much worse,” said state Rep. Ivory Thigpen, chair of the state’s legislative Black caucus, referring to the possibility of another Trump term. “I know that isn’t the best campaign strategy, but it’s the reality.”
Several local and statewide elected officials have met repeatedly over the last few weeks to workshop messages to disaffected Black voters, with an emphasis on reaching Black men, who have shown more openness to supporting Republicans in November. Black leaders have also held a series of meetings with White House officials aimed at countering disinformation related to Democratic policies and stopping any further fracturing of Democrats’ base of Black voters.
Biden campaign officials did not provide specific turnout figures that they were aiming for. But no one expects a repeat of 2008, when South Carolina’s Black voters, motivated by the prospect of electing America’s first Black president, Barack Obama, turned out en masse. On the question of turnout, some Democrats have already sought to temper expectations.
“In the absence of any meaningful opposition, it’s hard to get people excited to turn out,” said Kimpson. “I don’t think that translates to lack of enthusiasm for the president at all.”
As the Biden campaign focuses on South Carolina, it has maintained little to no presence in several states that are certain to be more competitive in November. The thin campaign apparatus in Georgia, Wisconsin and Pennsylvania has caused some concern among Democratic organizers, even as the campaign says it will expand its presence in battleground states later next spring.
South Carolina Democrats have also staked their success in February on the chance to host the first primary again in 2028, when the party will have a competitive primary field. And a strong showing in February could lay the groundwork for the party to protect against big losses next November, like those in 2022.
“The fact that we’re doing all of this is because we’re first and we take that status very seriously,” said Spain. “Our goal is to turn out as many Black voters as possible.”
